Rules and Regulations
1. Terms of participation
1.1 Candidates must be amateur or professional photographers.
1.2 Candidates must be aged between 18 - 30 years old
1.3 Candidates must have the nationality of one of the following countries: Albania, Bosnia-Herzegovina, FYROM, Kosovo, Montenegro, Serbia.
1.4 Candidates must have a photography portfolio
1.5 Candidates must have a professional or semi professional camera.
2. Selection committee
2.1 The selection committee shall consist of French Institut and Petronic Njegos Foundation representative members as well as professional photographers.
2.2 The selection committee shall choose selected candidates as well as their destination country
2.3 The decisions of the committee are final and not subject to review or appeal.
3. Support provided by the project
The project will provide:
3.1 Stipend to cover food and accommodation expenses during the residency, to be administered by the artist and limited to the amount of 720€ (Justification of expenses will be requested)
3.2 Stipend to cover travel expenses within the designated country, to be administered by the artist and limited to the amount of 150€. (Justification of expenses will be requested)
3.3 Round trip tickets from their home country to the designated country
3.4 Round trip to Podgorica for the exposition inauguration and round table
3.5 Accommodation and stipend to cover food expenses in Podgorica during the inauguration and round table.
4. Artists Responsibilities
4.1 The artist must visit a neighbor country. The committee reserves the right to choose the designated country.
4.2 During the residency, the artist must be itinerant, they must be ready to visit different parts of the designated country.
4.3 The artist must be fully available in the designated country during the 11 day residency (plus round trip).
4.4 The artist must have their own professional or semi professional camera.
4.5 The artist must deliver 10 (ten) pictures in high definition (see technical specifications below) at the end of the residency period. The artist will be responsible for the photography selection. They must create a concept to this group of pictures and produce a one-paragraph text explaining it.
4.6 The selected pictures shall be delivered (sent by mail to the project responsible) not later than 23 June 2017 at 10h (Podgorica time)
4.7 The artist must be fully available in Podgorica on 28 June 2017 to a round table.
4.8 The artist may be invited for similar sessions in other countries.
4.9 The artist takes responsibility for their own acts and behavior during the program.
4.10 The artist confirms that all information provided in the application form is true and correct.
5. Applications

5.1 The application dossier must include:
5.1.1 Passport copy
5.1.2 Signed and filled candidature form (see model) in French or English
5.1.3 CV and short biography in French or English
5.1.4 Cover letter (1 page maximum, see model) in French or English
5.1.5 A portfolio of previous photography works (5 Mb maximum or link to online portfolio)
5.2 Incomplete or incorrect applications will not be accepted.
5.3 The Project is not responsible for corrupted files. Please double-check all material.
5.4 Candidates will be notified by email about their selection
6. Technical aspects
6.1 Selected pictures for exhibition must be uploaded in .jpeg/.jpg format.
6.2 Selected pictures must be saved with a high quality and must be at least 3,500 pixels in length, 300 dpi
6.3 Selected pictures must have an embedded ICC profile. (Only Adobe RGB or sRGB)
6.4 Selected pictures shall not have signatures of any kind that would allow determining the artist or a group of artists
6.5 The content of a picture must not be altered by adding, rearranging, reversing, distorting or removing people and/or objects from within the frame. There are two exceptions:
6.5.1 Cropping that removes extraneous details is permitted
6.5.2 Removing sensor dust or scratches.
6.6 Basic editing are allowed (contrast, highlights and shadows, saturation, black and white, etc.)
7. Copyright
7.1 The artist warranties the authorship of all selected pictures. It implies that the work is original and produced by them.
7.2 The artist transfer to “Regard sur mon voisin” and its sponsors, the right to copy, distribute, display the selected pictures and accompanying texts and make derivative works and based on it without commercial purposes. The produced material may be displayed in printed media, websites, social media, etc.
7.3 The licensing is worldwide and for the full duration of applicable copyright and similar rights.
7.4 The author will be given the credits by her or his work.
